Does stoning to death and amputation of limbs consider as inhuman punishments?

A new strict Sharia penal code is to be introduce in Brunei. Adultery and gay sex will be punishable by stoning to death and the limbs of convicted thieves will be amputated. The law only applies to Muslims.

Human rights groups had step in but the country will still go ahead with the new law.

Now the law is clearly stated, will people still run the risk to commit such crimes in the country?
